Some cards make you ask, "What were they thinking?!?" This is one of those cards.
Lure - Lure would make a great Pokémon power, and it made a geat Trainer as Gust of Wind. However, it does not make a good attack. One turn just to switch the active Pokémon? Unless he has a huge Pokémon with a high retreat cost and high attack cost, and you have a stalling force behind Victreebel, there's little point in using this attack.
Acid - This attack is an average attack made a little better by giving the chance of freezing the defending Pokémon in place for a turn. Having an average attack is bad enough, but what makes it worse is this is a 20-damage attack. That's all you will get out of this Pokémon on each turn. This is a Stage 2 Pokémon. Considering that several Basic Pokémon can do this damage on each turn, what is the point of going through two (unexciting) evolutions to get to Victreebel?
Stats - The other stats are typical for a Stage 2 Grass Pokémon. However, since his Pokémon offers neither a useful Power nor a compelling attack, there's no reason to discuss the other stats further.
Overall - A 20-damage attack on a Stage 2? Leave this in your binder. I see no reason to use this card.
