Hmm, not too pleasing for a Stage 2 Card. Let's evaluate its stats separately.

HP - Since it's a Dark card, it trades HP for power. With HP that is lower than that of other Dark Stage 2 Cards (such as Dark Blastoise), this card can't take too much damage and it has a high retreat cost leaving us to use...

Teleport Blast - Yep. This is the solution to the high retreat and low HP. With this move you damage the enemy AND put Alakazam on the bench, healing him if possible. Just make sure the new basic Pokémon can handle the pressure.

Mind Shock - I love this attack. It does 40 damage unaltered by the resistance to Psychic most Colorless and Dark Pokémon have. Of course, it's useless against Psychic Pokémon. So no, Dark Alakazam can never beat a normal Alakazam at full health even if it gets the first go.

Opinion - Low HP, high retreat, acceptable energy costs and wacky moves. I would use Dark Alakazam in a Psychic deck but not too much. A Pokémon Power is really needed here (Damage Swap!!!). So putting him with Alakazam will be a great combo. Maybe even Chansey...
